A set is worth opening when it still feels good to rip even if you miss the biggest chase. If the whole plan depends on one card, the set is usually better treated as a singles-first set.
The strongest sets give you multiple outcomes that still feel worthwhile. That could mean several chase cards, a strong collector theme, or a pack-opening experience you genuinely enjoy.
If only one card matters, the set can still be popular, but it becomes much harder to justify as a long sealed chase.
